Added QEMU setup step for aarch64 linux build
Bumped upload-artifact from v3 to v4
No longer falling back to core.c, always compiling from core.pyx (required for support for python 3.14t)
Wheels successfully published to https://pypi.org/project/triangle3/20250811.1/ for my usecase.
QEMU setup definitely suboptimal, took the better part of an hour to build the aarch64 wheels.
