[23085] Improvements in CI workflows (backport #297)

• Upgrade macos-15-intel since older versions are no longer available
• Upgrade 1.0.x nightly to ubuntu-22, since ubuntu-20 is no longer available
• Improve CodeQL workflow with last versions of actions
