Initial file for Project HarborDrake

Project Info: A fun personal project to practice git. HarborDrake is a dragon pet sim.

Project Status: Work began for this project on 1-28-2019. Currently it is under development, so unfortunately there is no game yet. The next step in this project will be to build the foundation of this project.
