These tests need to run via Verdaccio to pass with an unpublished version.
Note that the lockfile fixture stuff from #4009 was removed. There was an initial
api.initstep that wasn't bound to this lockfile fixture anyways so there wasn't any deterministic install guarantee, and generating this fixture with the version bump commit system seems like it's more trouble than it's worth.Ref #4115
