Fix: Ensure UTF-8 encoding in Maven build to prevent test failure in CityNormalizeTest

Added <project.build.sourceEncoding>UTF-8</project.build.sourceEncoding> to pom.xml
to resolve a character encoding mismatch in the test where 'San José' was misinterpreted
due to default system encoding on some environments.
