Preparation for 11.4.0 release. This is a big one, it's been a while!

Wait for #877 to go in before releasing. That PR is already on the changelog.

Comparison to 11.3.0: sdformat11_11.3.0...sdf11

Needed by

• Allow to turn on/off lights gz-sim#1343
• Toggle Light visuals gz-sim#1387

Checklist

• Asked team if this is a good time for a release
• There are no changes to be ported from the previous major version: sdf11...sdf9
• No PRs targeted at this major version are close to getting in: this seems to be on hold BUG: resolve XSD aliasing and parse missed elements #643
