This PR bumps the minimum version of CMake required to 3.5 . CMake 3.5 was released in 2016 and was included in the apt packages available in Ubuntu 16.04, so it seems to me conservative enough (if that is not the case, feel free to open an issue).
Furthermore, it cleans up the CMake code, so that modern CMake patterns such as using imported targets and the use of CMake's FetchContent module are supported.
