Use setup.cfg to pull package version using attr:

this avoids having to perform imports of textfsm (and its dependencies)
at setup time.

Could also add a pyproject.toml to specify the minimum version of setuptools that supports this: 30.3.0 (from 8 Dec 2016) as far as I can see.
