Validators can become force-destaked externally (e.g., during cluster restarts), leaving their stakes in `Initialized` state. Previously these became orphaned since no instruction could recover them. Now `UpdateValidatorListBalance` detects undelegated validator stakes that are still controlled by the pool and merges them into the reserve, marking the validator for removal.
