This will be a larger PR, but it currently supports what I was hoping it would by emitting edit distances to known segments based on the
seq_orders.tsvand whitelists. More details to come, but I have added a modifiedexport_annotations_with_edit_distances.pythat lives in parallel to the originalexport_annotations.py. Eventually, if we go through with this PR, can collapse theexport_annotations_with_edit_distances.pyinto the originalexport_annotations.py.
