cibuildwheel: 1.5.5 => 1.6.4 numpy: 1.18.5 => 1.19.4 cibuildwheel >= 1.6.0 is needed to build python 3.9 wheels. Signed-off-by: Patrick Avery <patrick.avery@kitware.com>

numpy: 1.18.5 => 1.19.4
cibuildwheel >= 1.6.0 is needed to build python 3.9 wheels.
This also removes building wheels for python 3.5, since it reached its end of life on 09-13-2020, and the newer versions of numpy do not build wheels for it.
