Андрей, отличная реализация (и тесты тоже супер)! Написал в комментах пару предложений, криитичный момент там всего один – но его там одной строчкой поправить, и можно мёрджить.

Реализован эндпоинт GET /users/{userId}/comments для получения пользователем списка всех своих комментариев, которые не были "мягко" удалены, с пагинацией.
