Adds automatic setting of a user preamble message if one set in the context.
Adds action handlers that allow setting/modifying/clearing the preamble from the UI.
Also stubs out code for displaying and modifying the preamble message, but it is currently disabled behind a feature flag.
When enabled, a user would be able to change the preamble text for experimentation or allow for changes in preference.
