To enable automation command line, environment and config file options should flow through the same validation and all options should be avaailable to each interface.

The bulk of this change is a common configuration to simplify automated execution.
Using daskcluster to launch the dask cluster enables the dask configuration to overlap the tpcx-bb query runner configuration. Variables can be overridden for either system via command line, environment or configuration file.
