This commit introduces Prettier as a dependency and adds configuration files (.prettierrc.json and .prettierignore). It also formats all relevant files in the project to ensure consistent code style. Additionally, Prettier scripts are added to package.json for formatting checks and fixes. The GitHub workflows are updated to use double quotes for consistency.
Update the code-quality workflow to include a Prettier formatting check. Additionally, update the README to document the use of both Biome and Prettier for formatting and linting, ensuring consistency across different file types.
