central-dashboard: Update links that previously pointed to kubeflow/kubeflow

Description of Changes

I generated a local list of outdated links using lychee and fixed all that were pointing to kubeflow/kubeflow except for those referencing notebooks as this structure will change quite a bit with the upcoming move to notebooks v2.

Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
