Description:

This pull request prepares the v2.4.0 release:

• Introduces a cache request adapter to speed up and optimize repeated HTTP calls
• Updates project dependencies to their latest stable versions
• Bumps the Node.js version in the Dockerfile to the current LTS
• Refines the RabbitMQ server’s type definitions to eliminate type errors
• Fixes the offline logger logic so it reliably activates when running offline

All changes are fully backwards-compatible; no breaking changes have been introduced.
