Admin privilege check moved to the symlink function; $dwFlags adjusted for UNPRIVILEGED_CREATE
I moved the admin privilege check to the symlink function. This approach allows the user to create hard links without the need for admin privileges.
It also lets the user take advantage of the Developer mode's SYMBOLIC_LINK_FLAG_ALLOW_UNPRIVILEGED_CREATE, for which I've adjusted symlink's $dwFlags appropriately.
