Added SARIF files for `Rust_cargo_+ms-prod_build.exe` and `rustc_newRustMicrosoftCompiler.exe` containing BinSkim security analysis results. These reports document the outcome of various security checks (ASLR, stack protection, control flow guard, etc.), with most checks passing and a few warnings noted. The SARIF files support automated security compliance and reporting in CI pipelines.
