What has changed in 5.0 making the IGE so lazy? It was not like that before.

It's caused by the tooltips for buidings and techs now being generated based on game data. Previous versions of IGE loaded all tooltips on startup, which was fine for the hard-coded tooltips but not for the generated ones. With the fix, tooltips are loaded only when the user hovers over a tech/building.

The tech tree had the same problem and the same fix was applied there.
