Problem
The new deploy-queue command for heartbeat (added in this PR) cannot be executed through services as we cannot provide all parameters through options.
Solution
Added new image deploy-queue-heartbeat that we can call directly without arguments and provide heartbeat URL as env variable DEPLOY_QUEUE_HEARTBEAT_URL
