Closing — v2.30.1 has a critical UpgradeResourceState panic on vultr_block_storage (and other resources) when upgrading from 2.22.1. The error manifests as Plugin did not respond on ReadResource calls during tofu plan.

We upgraded to v2.28.1 instead (PR #318 / GHO-109), which includes the block storage attachment fix ("Avoid empty PATCH during update") without the crash regression. Will revisit 2.30.x or later once the upstream panic is resolved.
