PKG -- [integration-test] Add initial integration test suite

Add initial integration test suite to FCL. Explanations are in the readme.

Currently it's testing for chain interactions. Will need to look into mocking window messages to test wallet interactions as well.

Added an ability to trigger the test externally with a custom flow-cli version. If not provided the test uses released version and skips all the additional steps

@gpavlov2016 I'm seeing that the workflow is not stopping currently. Will manual trigger fix this issue?
