Now RIRs are only specified in the resource/yaml where we define the pool of available regions. That way it's not something that runtime configuration needs to be aware of at all. Got rid of the "rir.perspective_code" stuff and now it's just "perspective_code" everywhere. The core had to change to accommodate this, hence the version update there as well.
