Add a packaged stand-alone version of ralloc from the Mesa project to be used as an easy replacement for the GPLv3 licensed talloc from the samba project. Signed-off-by: Jonas Gorski <jogo@openwrt.org>

Functionality was supplemented as needed for mand.
