OCPBUGS-74631: Add validation to reject userProvisionedDNS on Azure Stack Hub #10279

Custom DNS (userProvisionedDNS) is not supported on Azure Stack Hub. This change adds validation to prevent users from setting userProvisionedDNS on Azure Stack Hub.
