In current version of `HloShardingV3` enablement, we plan to support mixed `HloSharding` representations as well, because of wide-spread usage of `HloSharding` it's hard to ensure we don't generate HloSharding's anywhere apart from JAX and Sharding propagation pass. PiperOrigin-RevId: 871234378
