Context
This change introduces a user reporting and moderation flow to help identify and manage inappropriate or harmful profiles. Users can report other users’ profiles, enabling moderation actions once a report threshold is reached.
Description
This PR implements the Report User flow from UI to API. Users can report another user via the profile 3-dots menu with a confirmation modal.
