Implements #31

  • Created a @playfulprogramming/github-api subpackage for GH calls
  • Added task definitions for sync-author, sync-collection, and sync-post
  • Added env variables for GITHUB_TOKEN, GITHUB_REPO_OWNER, and GITHUB_REPO_NAME
