The change from Pystan 2.17 to 2.19 is not trivial, and we would need to make this change in consultation with the spectrum analysis group. I've replicated the problem and I don't yet know how to make the 2.17 install work. But let's have a discussion and figure out if we can make the upgrade, need to leave it as is, or have a different option.
