Update: Platform binaries (Linux, Windows, macOS) and installer bundles have been attached to the v3.2 release: https://github.com/quickattach0-tech/DeepLearningProtocol/releases/tag/v3.2. Also removed placeholder content in and updated installers README. CI will pack/publish NuGet when is set as a repo secret. |

This PR updates the project to v3.2, adds a SignalR server endpoint at /hub/notifications, fixes Docker build/runtime (ASP.NET runtime, exposes port 80), bumps installer versions to 3.2, updates CI to validate Docker builds, refreshes release docs and notes, and packages/provides platform binaries and installer bundles in release v3.2. Also refactors installers doc and removes placeholder icon content.
