Enhanced the JFramework library's security by hardening password verification against timing attacks, ensuring consistent UTF-8 charset usage across cryptographic operations, and optimizing random string generation. Also improved project hygiene by updating .gitignore and adding a security journal entry.

This commit introduces several security enhancements:
- Implemented constant-time comparison in `PasswordManager.verifyPassword` using `MessageDigest.isEqual` to mitigate timing attacks.
- Enforced `StandardCharsets.UTF_8` for all cryptographic string operations in `PasswordManager` and `SHA256` to ensure environment-independent behavior.
- Optimized `RandomStringGenerator` to use a static `SecureRandom` instance for better performance and entropy management.
- Added input validation in `PasswordManager` to handle malformed hashes.
- Updated `.gitignore` to prevent committing test artifacts like `logfileConf.txt`.
- Added a security journal entry in `.jules/sentinel.md` documenting the unsalted hash vulnerability pattern.
