Motivation
There have been issues in the past where people have expressed a need for adding API to publish diagnostics from the hardare component like in ros-controls/ros2_control#1732. This culminated in ros-controls/ros2_control#2141 which I have undertaken with @bmagyar and @saikishor
Upon discussion, one of the things we thought of was to maybe have some standardised hardware status reporting, so that it allows for us to use the status' internally, or even allow external packages to use it. This proposal details an attempt at the same.
