#177: Update Connext to 7.3.0

This PR intends to update the rmw_connextmodule to use RTI Connext DDS 7.3.0 as explained in #177

we will need also the work on:

ROS CI PR: ros2/ci#811
rosdistro PR: ros/rosdistro#44918

I hope this PR will be approved soon and make it to Kilted as I note that rmw freeze is coming up on Apr 7. We are dependent on using Connext 7.3.0 as our non-ROS applications will be using 7.3.0.

Could you do a quick review of the changes in rti_connext_dds_cmake_module/package.xml?

I added the -ros suffix since that matches the package we provided last week and aligns with how it’s expected to be retrieved from the OSRF Debian repositories. I believe this should also be consistent with the changes in ros/rosdistro#44918.

None of the documentation or metadata changes in this PR are actually exercised by ROS 2 CI. CI for the move to connext 7.3 is being run in ros2/ci#811 (comment)
