Enhances the fetch_owner function to make it more robust and consistent with
the project's error handling patterns. This commit adds:

Retry mechanism for network resilience using RetryableRpc trait
Comprehensive debug logging for improved observability
Validation check for empty owner addresses to prevent downstream issues
Consistent error handling using anyhow
