load commercial salmon data

• a shell script to load the commercial salmon data from 1996 - 2022 into postgres
• a dim model in stahl to do some basic preprocessing of things

Something to pay attention to is how the postgres credentials are passed in the shell script. Right now I just reference the environment variables (and they are local since I was testing this in my own variety) including the password at the top of the script, but idk if this is the right way to do it. Would love an explanation of the standard procedure for this kind of thing.

Also for some reason I can't quite figure out the files from the ashannon/scopuli/product_timeseries_metrics_smoketest branch are committed in this PR. I guess ignore that?
