Previously 'php-cs-fixer' would be installed by phive. Also removed 'phpunit' from phive as we already run it from composer. Update .php-cs-fixer.dist.php: * Disable risky fixers by setting `setRiskyAllowed(false)`. * Keep `@PSR12` as the active baseline standard. * Comment out `@Symfony` for now. NOTE: 'php-cs-fixer' does not pass on the project yet as there are many issues.
