This will be used to help with getting to the next level of phpstan checking.
Enable PHPStan level 3 checking of most of the `tests/` directory. Excluding `tests/fakes/` and `tests/Presenters/`
Enable PHPStan level 3 checking of the `tests/fakes` directory.
Enable PHPStan level 3 checking of all of the `tests/` directory.
Enable PHPStan level 3 checking for the `Controls/` directory. Fix issues found.
