WebSearch/WebFetch/Explore are denied at permission level, so the "NEVER use" warning is redundant. Replace with positive guidance.
Grep/Glob are denied at the permission level for planners, so the "Never Do" rules are redundant. The ttal explore tool guidance in each agent's Tools section is sufficient.
