This PR incorporates a bunch of Metaschema Java improvements, including:

@david-waltermire in light of you merging usnistgov/metaschema-java#256 and related "Road to 1.x" PRs, do we feel this work is close to ready if rebased? I would like to consider viability of a patch release for oscal-cli with you and keep this work in mind.

…om the OSCAL Metaschema modules instead.

Streamlined the build removing extra unneeded configurations. Kept some default configurations for readability.
…with a "ns" namespace flag. It honors the default value for this flag if set. This will allow models using the generic metaschema validate-content command to work properly and will help defend against future changes.
Fixed broken default OSCAL property and part namespace.
Added removal of default namespaces in profile-test-helper.xsl.
Bumped log4j2 version.
