Give a longer description of what this PR addresses and why it's needed
--experiment-visibility-controlflag allows for users to set certain experiments as visible inaa_index.json.--experiment-visibility-controlflag set, on http://localhost:5173, only experiments defined as visible in aa_index.json show.
