Pulls kak_delay and claim_delay from Settings_Mudae.json If either of the delays are greater than the snipe delay set by the server, uses them respectively.
Python 3.7 to 3.12 required `audioop` is required by `discord.py-self` However, `audioop` was removed in Python 3.13.
