This PR replaces the deprecated gcr.io/kubebuilder/kube-rbac-proxy image with the canonical upstream quay.io/brancz/kube-rbac-proxy, upgrading from v0.13.1 to v0.21.0. The gcr.io/kubebuilder registry has been deprecated and is no longer maintained; the upstream project (brancz/kube-rbac-proxy) hosts its images on quay.io.
