As title.

Fixes: #149

For testing:

Leverage another separate branch from my fork with force-build param to build some binaries in github action, and some manual smoke test shows it running well from a windows arm VM:

@jiec-msft I'm sorry but there is no way ATM to "update binaries" without breaking users using prev versions so you have to wait for new patches to come first
