Otherwise, the test fails unconditionally with compilers that do not support implicit ints (a language feature that was removed with the C99 language revision).
The types char ** and const char ** are distinct according to the C language. Future compilers will treat pointer type mismatches as errors.

This PR is #220 rebased on top of the
3_5branch. It also addresses a C compatibility issue in the CVE-2023-30547 fix.
