For reviewers: this PR is open to test CI/CD things that run on pull requests to main, I think it's a moving target, not 100% what/when we want to merge something like this, but it's not a bad time to add some CI/CD checks to this repo.

Testing whether we can call reusable workflows effectively.

Neat! To make sure I understand, in the future, we'd only need one of the these (reuse_ci.yml) instead of both, right?

That's the plan. The ci.yml is just a local script for testing/comparison, I assume the canonical version would ideally be just ci.yml that would call the shared workflows.
