This PR reverts #71058 for WP 6.9.1 release.
What?
#71058 introduced the
essentialFormatKeywithSymbol()to only allow basic fomats in contentOnly mode. This API is private, so consumers can't mark their own inline formats as "essential". After some discussions, we've decided to revert this private FY for WP 6.9.1 release.Note: We haven't decided how to handle this feature for 7.0 release. See #74765 for more details.
